That is pretty typical for for a 4 banger of that size. The 1/4 of a turn means they are some kind of stretch bolts. The issue is whether they have been tightened past the point of plastic deformation. If the bolts have been torqued past their elastic limit, they should be replaced. One 1/4 of a turn may not do that, however. I know a number of people do not replace the bolts, but I probably would, IF it were a motor that was going to be abused, and if they are readily available. If they are not, it usually means that almost nobody is actally changing them.
TTY (Torque To Yield) head bolts, for instance, are tightened 3/4 to a full turn after the initial tightening and definitely get past the elastic limit and should not be reused. It is weird when they do this. You can feel them lose resistance when it happens, like that sinking feeling when you strip a bolt.
