Cam Pulley Woodruff key?

Ok so today I was stripping my 1.6TD down after it running like a heap with rattles to replace the hydraulic lifters. I was using a mk1 golf diesel manual to rebuild a mk2 golf engine (same engine except cambelt covers) and I got to the point where I realised I had to take the cam pulley off(mk1 golf you dont have to because it has a different metal cover!).

After a bit of struggling it came off(with the help of a hydraulic puller!) and I noticed a woodruff key cutout in the cam with no woodruff in it! So I looked at the pulley and found no groove.

So this has sparked a big debate/arguement with my dad on whether it should or shouldnt have 1, I have a TD and an NA and they both seem the same (ones hydro lifters and ones solid) where the cam has a cutout for the woodruff and the pulley doesnt have a groove for one.

Also it seems that the book reckons 33lbs/ft of torque for that pulley.

I know its tapered but I am concerned its wrong.

Any Ideas?

Thats right no key,its so you can get cam timing spot on!

This is correct, no key in a cam pulley.  Some shafts were used, swapped or otherwise installed that have the groove but don't, can't use it.  Otherwise no way to tighten belt it is the last of the moving parts to take up the slack and aids in getting the belt to line up on the teeth.  Has to be mobile for that.
