help with tacho on passat 35i(to lower rpm signal)

can anyone take a look and see if this can be done on these cars?
and point out what to do and where...

1994 passat 35i wagon.
came with 1.9td ecodiesel and no tacho.
this is the tacho of a 1.6gtd passat,and of course it over reads...

I'm guessing it's an issue of pulley size.

yes it is but some tachos can be adjusted...
