i drove my 81 diesel caddy 6000 miles after a complete rebuild-it ran great the whole the whole time. It had sat for 4 years prior to purchase. Then all of a sudden it started hard and ran poor after full throttle acceleration. I changed the fuel filter and it helped for 50! miles. Turns out the in-tank strainer (very fine mesh filter) had been coated in varnish. i pulled the tank, cleaned the strainer with carb cleaner- replaced and it runs great. good luck.
I just saw this post. I had the same problem last week and it turned out to be the 12v conection at the top of the pump. I have a 1.6n/a 1991 golf. It started fine once I cleaned it up. Then changed the wire as it was cracked in a few places.
Good luck.

nice job. For now u can just run a jumper cable to it, with a switch in the car, from the battery. or you could pull the spring and plunger and use the manual shut off.
