You could set a pump up on the fuel line from the tank that connects to the fuel filter. This should allow you to get it emptied out pretty well.

why not pull a fuel line off and put it into a tank of good fuel to see if that is even your problem. It makes more sence than trying to drain 14 gallons of fuel. just my 2 cents

First, check and/or change the fuel filter, but before pitching the old filter, slowly pour out the contents into a clear clean container watching what comes out. Hopefully it's all fuel, but it could have some (or all  ) water. If it's all or more than 1/4 full of water, keep the car still (so all the water settles down out of the fuel in the tank)and if your car has a water trap (usually mounted to the underside of the floor, inline from the fuel tank on the right side, ahead of the right rear suspension) you can drain it there. It'll be slow (gravity/siphon), but it'll work. If not, you'll have to pump out the tank till you get nothing but fuel. Also, when you remove the filter, check that it's full, or nearly full. If it's less than 3/4's full, that would prove that there's a restriction/blockage in the line from the tank or the pick-up screen in the tank. If the fuel system is fine install your fuel filter, filling it 1st with CLEAN fuel (or you can use veggie/canola/corn-oil or in Rudolf Diesel's honor, peanut oil  ) and move on to the electricals. If not, remedy what you've found, double-dose your fuel conditioner in the remaining fuel and keep a spare fuel filter (wise to do anyways) with you.
Good luck!
