i think you need smalls for all the hitches ive seen on mk2 cars.. ive never seen a late mk2 with a hitch, only cars with small bumpers have hitches..
my hitch actually mounts to the bottom of my small bumper. it will be WAY HARDER to mount a hitch to the car, with big bumpers..
i was looking at taking the hitch off my golf, and installing it on my jetta, but theres soo much stuff thats different, that i scrapped the idea.
anyways, if you want pics of my hitch, and how it mounts to my bumper/body, ill snap some for you..

They make hitches that work with big bumpers. My brother has one on his car.

Yes, you can want a trailer hitch for a big bumper.
I have one for a big bumper Jetta, little square reciever that hangs down under the bumper.

Mine had a reciever that took a piece of flatbar about 1/2 by 1 1/2, cut that off and welded on a 2" reciever to make life a little easier.
The whole thing mounts underneath with the same 4 bolts that hold the bumper on.

what i would do is remove bumper cover... then remove the bumper frame.. build a "real frame" with receiver square in it... then cut a square in cover and put back on..

I have one. The PO CUT OUT A HOLE. I hate him. If he had cut the hole correctly i guess it would be fine. He didn't and so the sorta drags the bumper off/down.

if I only I had a welder. you mean like get a good heavy piece of 2x4 stock tubing and weld caps on the end and cut a box out and weld in pieces in the square cut out?

You could do a caddy bumper swap,
a caddy bumper on an 89 golf with big bumps?!
not gonna happen..
and if it did, it would be ugly as sin..
