Relay clicking while shifting

I dont know if this clicking sound has alway been there but here is what I have.
  When starting from a stop and revving from around 2000 to 3000 rpm I can hear a relay under the dash click. It seems to come on while increasing and then again while decreasing the rpm's in between shifts. Odd thing is that once you hit 3rd gear it seems to stop.
The more i try it the more i am thinking that its throttle (gas pedal) position more then RPM's.
  Any idea what relay this might be?
 Like i said, it may have always been there but i am just tuning into it now?
  Its a 96 Jetta AAZ motor.

My 93 Passat did that too. Never figured out why though.
