If you are a bit creative, all you really need is the tensioner tool and the timing gauge.
To hold the cam you need something flat, true and relatively precise in thickness that matches the angle thickness of the slot at the end of the cam. I have a file (handle end) that works great.
You also need something round that is the right diameter to snugly hold the injection pump sprocket, I use a 3/8 deep socket, you could also try some round stock. Also, mark the pump pulley position case it slips, you can get it really close and then adjust with your timing gauge, which IMO you should do anyway, any time you have the belt off.
If you don't need it right away, try ebay, I have found good deals on there if your are patient, but stay away from questionable Chinese products. There was some guy selling the good stuff out of ebay-Germany with reasonable international shipping but I don't know if he still does. Germanautoparts also has them.
I have a U.S. made Schley tensioner tool and a Schley injection pump adapter (with a Japanese Mitutoyo gauge, they make good stuff).
I'm not sure if the German Guy is still selling on eBay or not.

You can try doing a search of this whole forum from front page, "timing tool(s)" - i think some have offered tools/kits.
or google / ebay - vw diesel timing tools.
I would exhaust all other means before stepping down and buying from Prothe / Hans / westport. His lock tools are cheap shet, his SAE gauge is harbor freight. Just buy the gauge from harbor instead and get better quality on the other pieces.
This metric gauge/adapter set used to sell on ebay shipped for $80 from a California seller. Looks nice. I didn't save links - just the pics.
And the gauge adapter set was $25 shipped.

I ordered my dial indicator, holder, and tensioner wrench from Samstag Sales in Tennessee. 100% Made in Germany stuff.
I did not want to skimp on my dial indicator...stuff that needs to be accurate to
1/100th of a mm just needs quality tools IMO.
I actually re-timed my engine on lunch break today in about 15 mins haha (with a little help from this cutie on the 2nd floor I got her to watch the gauge and flywheel mark for me

trust me..make sure!!! the pump is locked properly..i didnt and i lost my timming..had to reset it all..and i dont have a dial..soo i got it to the point were it runs (sounds normal) but im gonna go get it checked with a dial... if you ask me. the dial is the number 1 part you need. everything else you can make haha :p
