I'd bet on the little arm (finger?) inside the transmission that's on the other end of the shaft that the clutch cable attaches too. It pushes on the throwout bearing to push the push rod.... Clear as mud? they're bad for splitting. If you've got another trans around, unbolt the whole end cover (casting with the big green cap) and swap the whole thing. Fastest/easiest way to fix it. About 6 bolts after you remove trans mount from the top. Have a look at the brokevw site, should be some pics.
I'd dump some kerosene in the tank if it's full of summer fuel, but I'd try a filter first.
