Where and how measure piston protrusion

I put together a 1.6td short block.  It used to have a 3 notch HG.

When I use a straight edge and feeler guage I get different protrusion results depending on if I push the piston to one side or the other when measuring in the plane of crank rotation.

When I measure at points inbetween the cylinders, where the rocking of the piston has no effect it is a 1 notch.  When I measure at points near the side of the block it is either a 1 notch or 2 notch depending on which side I measure and which way the piston is sitting in the bore.

I have new .40 over pistons and a block machined to match the pistons.  deck lightly skimmed.

anyone have an idea of what measurement is right?

Well then I will try a 1 notch.
Best policy is to go for the thickest measured point.  Like driving under a height restriction, you have to allow for the ariel, or roofrack...
