The car probably had a part time turbo (part of the emissions stuff on some AAZ cars). Vacuum would be applied to that hose to open the wastegate under certain conditions. If it is disconnected then the turbo just works normally.
The turbo is a KKK, most likely a K14 or a K03 (someone else will have to chime in!) If you have a K14 already it's probably not an upgrade, though you don't say what level of boost you're looking at.
