Is it also actuated by the door opening/ closing? There is a switch on the light but it is still not getting voltage after replacing fuse #4.

the one in my 85 GTI, was operated by the glove box opening.. no need for key power. you could drain the battery if you left the GB open..

the one in my 86 GTI, was operated by a small switch INSIDE the glove box, and it only works when the key is ON.
92 Jetta GLI - Black, 1.6D w/ GT2056V turbo..
86 GTI - 4 Door, Med Twilight Gray, Tow Machine..
86 Audi Coupe GT - Tornado Red, All Stock.. WRECKED.
89 Toyota 4Runner - Dark Grey Metallic, LIFTED!

Turbo: exhaust gasses go into the turbocharger and spin it, witchcraft happens and you go faster.

Eithe way, it's a stupis design! It should be tied to the same fuse as the door courtesy lights i.e no key required and should not require a maual switch.

Never mind the bulb number. Don't need it no more. I bent the contacts to fit a longer bulb, which I have plenty in spares and they more common and cheap.

is it the right wattage? if you install a high wattage bulb in there, it may melt things..

I dunno. Do you know what wattage it should be? It's a bulb for courtesy lights in another car. I can measure the wattage of the bulb and report back.
