Lacking boost with K14

Hello all,
 I have a 1.6 na which I added a k14 from a 93+ engine. No IC, 3" exhaust, 303000 miles.   I just got a boost guage installed, and noticed i was only pulling 5-10lbs max boost under load.
 I get 5lbs of boost by 3K RPM and 10lbs by 4K rpm. The rest of the time im only running 2-4lbs down the highway.

I have no additional fueling comming from my N/A IP, but everwhere I read, most people say extra fuel does not really get you more boost, just more power.

 Ive read a lot of posts and the faq, and check a lot of places for leaks and such and have found none.
 Ive taken the lock nut off the set screw and threaded it in all the way,  with no difference in boost.   
 Ive disconnected the by-pass line,... I seem to accelerate sooner (feels faster) but boost still only rises at the same points.(will now go to 12lbs over 4K RPM)

 Am I forgetting something, or just overlooking something simple that I just dont see?
seems as if everyone else is getting 10lbs by 2000rpm or sooner/more

if wastegate is not opening

Yup, you're actually doing pretty good with NA fueling... dial it up a bit and I bet you'll get more boost pronto.  Turbo needs heat to run....  ;)

Wow,  All I can saw is Wow :o
  The car takes off like a rocket.  I turned the max fuel screw in by 1 1/2 turns, boost jumped up to 20+ psi the car took of like a rocket,  I had a a grin from ear to ear.  ;D    Now I know what everyone is talking about
I figured for now, I dont need that much boost, so I backed off a 1/2 turn. and that put me right at 15psi at 4500rpms.
  Its like driving a different car. its gonna take some time getting used to all the extra power,  I wont beable to go into turns at wot any more, as the speed increase might put me into the wall. lol.

I just want to thank everyone for all of thier very helpfull information. I usually do a lot more reading on vwdiesel.net than I do posting. and if I cant find something, usually someone on here knows somewhere else where the information can be found.
