ALH Boost or Fuel Issue

I'm having the weirdest issue with TDI. Here is the problems

at WOT the Boost will spike right up when I floor it then go down to 8 and might climb to 13PSI, If I play with the pedal, by which i mean hold it and let off and try and keep spiking the boost to 15PSI the car is a rocket and I can rev up to 5K RPM...in 4th and 5th ::)

at an Idle when I first start up and let it idle you here the turbo then it will Whistle Louder and Faster out of nowhere but goes down if I rev it. Boost doesn;t change.

I can Spike my Boost Gauge to 25 to 30PSI on a Stock car with 450K

and I Have NO codes at all.

When I rev the car after a minute or so of idling and let it go down (4K rev) it starts missfiring and the car shakes and you can smell raw fuel, My parents does the same Idle thing Also and I KNOW the Actuallator is bad on it...its in the garage Rotten awaiting a replacement. But it sounds like a fuel issue to me thou.

and the car has been SLOW AS HELL lately. Please Help me  :'(

Cleaning the connection on my fuel shut-off solenoid solved a similar no power/ rough intermittent idle.
