Highway boost/Wastegate thinkin

I have an issue with my wastegate i believe. on the high way doin 115 kmph my boost will be around 9 psi.  IF i give it a shot of throttle it goes up to 15 psi, then you can watch my waste gate open and it drops to 10, then when i commence cruising it sits at 5 or 6psi at the same speed.  slowly it creeps up and with the same amount of throttle the car slows slightly.

I think my waste gate is sticky to operate or the spring is stronger than it needs to be. At slight throttle it should only need the amount of boost to maintain good burn, youcan feel it when the boost creeps up ex manifold pressure rises and its like a slight exhaust brake on the car.

the car is  a 94 Jetta AAZ with a Garret T2 and 2 1/4 inch straight pipe.
I would just like to hear from some of you guys on this.

sounds like a sticky wastegate, have u tried working it by hand?

i was gonna try with a hand pump pressure gauge to see if it pops. Whats the best sort of lube to put on it to help?
