Attempting to do fuel screw mod on 1.9 aaz

I turned up my fuel screw about 300-400 rpm and then turned the idle screw down. after pretty much taking it all the way out, so much that it is actually no longer making contact with anything, the idle was still at 1200,. so i had to turn my fuel back down to get my desired idle at about 1000.
I can move the throttle by hand farther to make contact with the screw but on its own it wont move that far, it doesnt seem like i even have that far to go until the the throttle cannot turn anymore before hitting the brace for the idle screw anyways.

If that all made sense to you, im wondering if the spring that puts pressure to return the throttle back to idle may be old and not springy enough to put it all the way to the screw?
Or does the black "shock" thats on the front of the IP actually push as much or more than the spring? It seems to be offering little to no resistance.

lastly, If you have done this mod how much idle screw do you have left over? i do not smoke at all since i turned the fuel back down to correct my idle. yet i cannot turn my idle down any more to allow to turn up my fuel. this seems wrong.

What year is your pump?  Some have an idle adjustment on the engine side of the pump that's not attached to the throttle lever in any way (most '86 and later)... if you have the stock AAZ pump then the accelerator lever stop is a 'residual fuel adjustment' not an idle adjustment (although it will have some impact on idle).

Its a 96 jetta

I was doing the adjustment with a buddy, he took over and i pointed to what i was told to be one of the idle screws, and he called me an idiot. this is most likely that engine side adjustment screw as it was hidden in the back.
