throttle problem

when im driving slowly let say 2 gear barly on gas the engine revs up slightly like 200rpm without moving the pedal.
 has this ever happen to anyone else?

p.s. the pumps off a nonturbo rabbit if matters

just driving slowly it acts like i giving more gas but i dont.
it dosen't do it past about 1/4 throttle. rmps only go up a few hundred then it act fine.

Well, if it was a carbureator I'd have some ideas... but I don't know on a diesel.   :?:

Does it burn any oil?  I've heard of diesels surging a little from oil leaking in from the valve guides (and motor oil becomes fuel for the diesel).

never heard of it but it makes sense. it dose burn some oil and that would explian it
