Could this be the ip going out?

Whenever I'm driving down the freeway going in between 55 mph and 66 mph the enegin full throtles. It only dose it when I drive more then 8 miles. The only thing I can think of is is the ip. I need help.

As long as we can sound it out we don't care about spelling.
It may be that you have excessive oil blow-by collecting in the air filter compartment and fueling the engine. Its known as run-away on a Diesel.
1.6's built before 1985 are more prone to it than the later ones, because of the PCV hose entering the top of the airbox on the earlier versions.
Next time after it happens, or maybe at the 7 mile mark before it happens, pull over and remove oil cap while its running, see how much blow-by smoke comes out from valve cover.

The key... is the key.
Next time it starts to accelerate on its own..if you can do it safely without the steering column locking... turn the key off. If the engine slows down then it's *not* the classic runaway 'cause turning off the fuel turned off the engine. However, if it keeps going you have in fact the classic diesel runaway... the engine is burning oil fumes, so turning off the fuel supply has no effect.
Note the "safely without the steering column locking" bit...

Vincent is right about the key thing.
But try to check the blow-by before it happens too.
In most cases on mk1 and mk2 the steering won't lock as long as the key is still in the switch. But check on that first too.
What kind of car is it, year and model ?

I know I have a LOT of blow by when at idle. When it happens I can turn the key off and it will still runs away (I try to shut it down asap so it's kind of hard to tell) I don't think it's the clutch cuz I have tryed dissengage it and put it into gear and it still dose it. I do know that when ever it dose it the dip stick pops out and oil gose every where. It's an 83 rabbit p/u I don't know the year of motor. I droped it in 5 months ago. It's a 1.6 n/a with a trbo ip on it.

There is one other possibility, the vac pump vents into the crank case.. IF you have a vac leak anywhere it will pump additional air into the crank case.. Sorry to say it though, sounds like you may need some surgery.. Pending on how bad things are worn I've gotten away (for a while anyhow) with throwing a set of rings in.. IF the cylinders are worn badly then your looking at having it bored and oversized rings and pistons.. Do you have any idea of the miles on the engine???
IF you just need it to get you by for a while there is the option of routing the breather hose from the valve cover into a catch can instead of the intake.. This can help prevent the run away until things get too bad.. Chances are when that time comes it'll be hard to start...

These engines can be mix and match components.
You'd have to get the part number off the head (ends in 373 _ )
The code off the block
And look at the style of breather box.
But all that isn't really too critical, just good to know.
The Mk1 style breather box/intake mani had the Valve cover vent hose going into the top of the airbox. Those are highly prone to blow-by pooling in the airbox.
The Mk2 style had the Valve cover vent hose branching into 2 parts and both going into the intake manifold. A little less prone to run-away.
So check your airbox for what type, and for oil pooling / accumulation inside of it.
And remove valve cover cap - if you can see cam lobes - you need the oil splash guard installed. It can help against run-away.
If an engine has really bad oil consumption / blow-by at operating temps - not much will stop it other than a teardown and repair of the offending internals.

Mrk2 air box and valve cover set up. I do have the splash gard. Could a bad valve seal/missing cause it to run away? If this is my prob could I put a filter on the valve cover and intake?
