Tips and Tricks for using a 11mm head on a 12 mm block

So I am using a 11 mm diesel head on a 12 mm head bolt block and though that it would be just drill out the holes for the 12 mm bolts, upon assembly I noticed that the washers that come with the 12 mm head bolts are larger in OD than the old washers and I had to grind the washers off of the bolts and drill out the old washers to make everything fit

other than that everything went together just fine and I thought that I would let everyone know just incase they attempted this

My new rabbit has the 11 mm on 12mm set up also.  I was surprised to see that after I got her home and was poking around the engine.  All those washers!!  Is there any advantage to this set up?  Is there any danger?
