Moldy Door Panels

Just bought a 1987 Jetta Turbo Diesel.  It has the same problem I had on my old Jetta years ago where there was moisture that got in and created mold on the inside door panel.  Any one know where the moisture commonly comes in?  Is there a way to prevent it once I clean it up or replace the panels?

generally it comes in the window seals.

there are drains in the bottom of the door that ate supposed to let it out, but they can get clogged.
and there is a vapor barrier behind the door panel to keep the water out of the car, but it can get torn, etc...

I would pull the door panels, remove the vapor barrier, clean out the door drains, and then re-install a new plastic vapor barrier.

I opened a guys passenger door and it sloshed,..
 I poked at the drain holes in the bottom of the doors and it looked like a waterfall.
Tornado red, '91 Golf 4 door, with M-TDI 12mm pump, south bend clutch, VNT-15 turbo, 02A trany
MK4s: 2000 TDI jetta, 2003 TDI wagon, 2000 golf 2.0 gasser.
'84 Rabbit with 1.7TD KY block pistons bored to 80mm, VNT-15
'84 GTI with stock 1.6TD starion intercooler.
