1998 1.9 TDI Air in Line won't start

I am stumped.  My 1.9 TDI began loosing power. Had it checked out.  Turbo charger shot.  I put a new Turbo on.  99.9% sure everything is hooked up right.  It won't start.  Timing belt looks good, tight.  I did nothing to the fuel system.  I can't get fuel to spray out of the injector lines.  I replaced the fuel cut off solenoid.  I have air backing down the clear lines from the fuel pump to the fuel filter.  I can't figure out where the air is coming from and why no fuel is going to the injectors. When its cranked, air bubbles are rolling through the line from the filter to the pump also.  I have air everywhere. Any ideas?

At least half the time air comes in via the thermostatic tee on the fuel filter... folks forget replace the 0-rings when they change out the fuel filter.

OK. I am guilty. Thanks.  But how would that prevent the fuel from being pumped to the injectors. I mean I have fuel going through the black tubing to the injectors, but shouldn't I have fuel going through the 1/4 inch steel tubing to the tops of the injectors?
