If you disassemble the cluster there is a calibration trimmer potentiometer located on the right hand side, on the tach circuit board. I would recommend drilling a hole in the cover to allow access to the calibration pot with the cluster assembled. You can then plug the cluster in and adjust the calibration with the engine running. You can use a photo tach on the crank pulley for a reference, or just set to where you think it should be, perfect accuracy isn't really critical...
