What to do about the snorkel?

I have a '91 MKII Jetta NA and it has this odd dryer vent ...er snorkel arrangement that I need to deal with. The PO ripped it out of its anchor in the passenger side fender, and I see that it is a (very dirty) foam over wire cage thingus. The glue on the seam that holds the foam together is coming apart. At a minimum I should think I ought to clean the thing and glue it all back together (and add some cable ties to keep it out of the belts), but is it really effective anyway? What do you guys use for breathing on one of these?

You could install a 1Y intake and inlet pipe and run a 2.25 I.D. air filter assy.

The upper rad hose off of a 90 F250 7.3 IDI is just about long enough. If you add in a flex section I'm sure it would work well. You do have to do some trimming to make it fit onto the elbow off the airbox though
You can kind of see what is going on here

I am sure that I can come up with something equally as creative as you all, but , back to my question (restated).
Is there any advantage/reason to keep the stock setup with this looong foam contraption? Or, why did they make it like THAT?
