How to remove brake proportioning valve?

96 Golf TD
I went to the wrecker and found a couple of these valves on the old cars. I need a new one for mine (Leaking fluid).
They look like they are in good shape but I can't get them off. Rusty bolts. Anyone have a way to get them off? Should I be turning the 2 Allen key bolts?
They look as though they run straight through the Aluminum body and into the bracket of the car.
I started on the allen bolts and my allen key just chewed the heads up....they weren't going to turn.
I believe there is only the 2 allens and then the bottom bolt(13mm?) to remove the valve.
Why is it so hard to remove?

you need to soak the bolts with penetration fluid. The other option is to use a broken bolt extractor and that's hit and miss too.

So I do need to remove the 2 allen head bolts to get it off?

yep AFAIK they go through the square body and into the bracket. You have a non ABS model?

Yes...non ABS....I wonder If I go to a wrecker and take a reciprocating saw and cut off the bracket that it is attached to?
Then I can work on it when I get it home.
