96 Jetta Diesel Cruise not working? warm car up w/o alarm on doors going off?

Hi purchased this car on sunday

cruise is not working

In Sask we need to warm up the car before driving, I lock the door  the alarm goes off?  can I bypass or turn that feature off?

for the cruise, check the vacuum lines and the fuse, and the switch on the stalk

Macka   thanks   checked fuse & replaced it, now look at the switch hoping tonight, Vaccuum   thanks

 I was working on a MK3 with no lock in the driver's door so I spliced these 2 wires:


 and the alarm never went off again.
 I can't remember what color they were,.. I think the green one had a white stripe
