I might be picking up a set of head studs second hand
I don't think there would be any issues with running used studs, because they don't stretch...
but, am I over looking something?
I have a tendency to do things "cheap" first, then "right" later... but in theory, this is both cheap and right

Why is he selling his studs ? I'd want to keep them and use then again on another engine if mine broke the block.

As long as someone didn;t seriously mangle the threads or somehow bend them.. I bought my 11mm studs used...
I paid $13 a piece for mine new, that is one spendy piece of hardware. If you can get them cheaper and they are in good shape then kudos to you

Headbolts.com has the 11mm, the 11mm undercut, and 12mm ARP studs.
When I bought the 11mm undercuts a year or so ago they were $110, now they seem to go for $132. 12mm studs are $159, shipping anywhere in the US is apparently now $7.

I would reuse headbolts without hesitation. That's probably the biggest reason I bought my ARP studs. I think we all know how much we like to take these things apart and buying a new set of headbolts each time did not appeal to me.
