So there is no manual primer pump on the VW IDI 1.6? Is that orange plastic part that is cottered to the top of the filter on the return line essentially a bleeder?

That cotter pin thing you are talking about controls the temperature of the fuel I'm told. When the fuel is cold it returns it to the filter to go back to the pump but once it gets to a certain temperature then it cycles it back to the tank.
