Engine will not rev after pump reseal

Recently resealed my IP and when I went to start it it would only run and idle when the throttle was fully depressed. I took the top cover off to see if anything was unhooked and everything was in place, I could see the collar moving on the plunger shaft and everything else looked fine. When I reinstalled the cover this time I moved the throttle shaft counter clock wise one spline. Now the engine will run at an idle but will not rev. Do I need to keep turning the shaft until it does? My throttle shaft has the line already scribed into it, all i had to do is mark the lever. I put everything back the way it was, so how is this happening? I know this subject has been covered before, but when i searched I could not find anything as to the solution to the problem. I feel uncomfortable to just keep turning the shaft until it works unless I know what caused the problem in the first place.

I think you need to put the lever back where it was and try screwing the max fuel screw in a bit, I assume you unscrewed it to reinstall the top cover.
'82 Rabbit, I put on a euro vnt-15, 2.25" DP, 2.5" exhaust, the result.....it whistled.

I removed the turbo, made a toilet bowl 2.5" DP, the result....it was deafening. Now it has a homemade muffler up front and a thrush in the rear, the result.....less loud.

Yes, I did have to unscrew that, but it has a lock or collar on it to prevent the nut from moving on the shaft. Besides why would adjusting that make any difference?

If you unscrew it you would need to push the pedal through the floor to get the same power, of course you don't want to do that so you just screw it in some, too much and it won't idle low enough even when you adjust it with the normal idle screw and you'll get LOTS of black smoke.

I'm not very good at explaining it, if you do a search lots will come up since this gets talked about all the time. :)

 The car idles perfectly right now, it just doesn't accelerate at all. no responce with throttle lever. So adjusting the fuel screw will give me back that?
