I sell 3M adheasives and have had some training with them. The one that isn't foam safe make sure not to use, it will eat it almost completely. The other should be fine. I specifically asked the 3M rep what to use on headliners and he said depending on what your bonding he recommends these. 78 sensitive foams, 74 foam fast for non sensitive foams, 76 hi tack for quick one sided bonding repairs, 77 for general purpose-only good to 140 degrees, 94spray-best all around will bond about anything except sensitive foams and has a high temp rating, or High strength 90-it has a 200plus temperature rating and has the highest bond strength of anything in a can, it is pricey though. All of these are products sold in aerosol cans and will work well for a headliner per 3M recommendation.
