rebuilding a motor

got a 1.6D golf and I was awarded the task of rebuilding the motor for a mate, here are the specs

Unknown miles - but has never been cracked open - even the cam belt has the original VW audi logo on it and the cam pulley bolt and cam snout are shiny like new, had original VW audi headgasket in it, headbolts were not retorqued ever, basically it seems like it was not used much

would not start on its starter - good crank speed, new glows, fuel flowing etc. would start on pulling - settle to a good idle after a lumpy start - had blowby but no visible smoke. started up and coolant pressurized slightly

Opened up the engine.

ring gaps of 2 mm each
valves are wobbling in the guides

Pistons are 76.48mm on the skirt - perfect
bores had ridges on the canted side - measured bores at mid and bottom - 76.53 mm (new is supposed to be 76.51 mm) Does this engine need a rebore or just new rings, new ring gaps are measuring at 0.35mm when pushed to the centre of the hole

crank bearings are top notch
Head is being redone as we speak.

just measured the bores - beneath the ridge is 76.54 in each hole
