I have a 1.9td in a westy with a 2.5" straight pipe off the turbo. It is dripping oil out the tail pipe. Is this a sure sign of a turbo rebuild or is this perhaps something less serious?

sounds like your turbo broke its last leg. if you have oil coming out the exhaust, you better hope its just the turbo. cause if there were that much oil coming from the engine, it would probably mean you have worse problems then turbo seal failure. but yea, sounds like its time for a rebuild.

could also be valve stem seals

Also take into consideration oil drain, if you just installed the turbo, started it up, and found oil leaking...your drain may be too restrictive.
