Mk3 crank but won't start!

Hi, i just put a new cylinder head in my 1.9td and when i try to start, it just crank. I has been sitting for 1 month in the parkway before i did the installation. My timing looks ok and the ip is that one where you put a 8mm screw driver to lock it. I am trying to charge my battery. When i first crank it, i saw some smoke coming from the starter.

I was also wondering: is it normal that it becomes a little harder to turn it by hand at certain points after setting it at tdc.(like when piston #1 and #4 are on top) same for #2 and #3

did you install the head with #1 cam lobes pointing up, and no.1 piston at TDC?  the engine should get harder to turn on the compression stroke.  smoke from the starter is bad.  sounds like you might need to replace it soon.  is the fuel stop solenoid connected?

back to the starter.  how fast is it turning the motor over? sometimes a bad starter will sound like its engaging, but makes this weird noise like high pitch or something.  if the starter isn't turning the engine over fast enough, it won't start.
