std diesel vrs ECOdiesel cylinder head?

hey guys. I'm looking into getting a '83 vanagon w/ a '91 ecodiesel in it that has been overheated and has a cracked cylinder head.  (listed on the samba...)

so.... my question is how hard is it going to be to find a cylinder head? Is the standard diesel head the same as the TD head?

I've wondered about putting a 12 mm head on an 11 mm block that I have.  Could you tap out the 11 mm holes to 12 mm?  It seems to me that the 11 mm holes are already too large to be tapped out only one mm larger unless the thread pitch of the 11 mm and 12 mm bolts are the same.
