Timing change after re-torquing?

I read on here a while back about timing changing during a retorque but just passed it off as a joke.  I retorqued my T/D today when cold to 100 from the 85 that was on it.  It is a new head, milled block {.005}, 12 m/m studs with a fiber Victor Reinz gasket.  The engine does have a little less power than before and even idles a little slower, smooth but  slower.  Could the timing actualy have changed?  It sounds riduculous but that is exactly what it feels like, anyone ever heard of this?
