there should be a slot in the head for the tab. Once it in, you adjust the tensioner like you would an old 1.6 tensioner: put your tool into the holes and rotate clockwise.
Tension is set, when the pointer lines up with the groove on the outer ring.
If you don't have the tool, then some curved needle-nose pliers will work in a pinch.

well it doesn't have the 'conventional' style of spring that you're probably thinking... but it does have one. :wink:
If you read the timing belt proceedure on TDIclub it will tell you the proper way to set the belt tension for that tensioner. As mentioned, there is a slot and a line that align when the tension is set properly.
