The distribution control unit is vacuum controlled. If you look at the heater control unit in your dash, you'll see a black and white object with about 5-6 vacuum lines running to it. That's what moves the heat/ac around your cabin.
If your brakes are rock hard, chances are your vacuum pump is bad and not creating vacuum.
If your brakes are soft, then you might just have a missing/broken vacuum hose.
Check for vacuum at the air flap under the rain tray (or better yet, in the cab under the passenger side of the dash). When removing the vacuum lines from the air flap area, be CAREFUL not to break the pins off the box. You may find that someone has already broken the pins off, in which case, just drill a hole thru the flap box, and connect the hoses to eachother.. If you have vacuum there, then your vacuum distributor (black and white thingy) is bad. They do go bad from time to time. You can try to disassemble it and maybe soak the rubber seal in some ATF to soften it up, and then reassemble. THis might help. The only other option is to buy a new/used distributor.
