Problems timing a TDI

Okay i know all of here are all excited about mTDI's but this is for a stock A4 TDI Jetta. I replaced the timing belt on my girlfriend's cousin's car a few weeks ago. I don't think i waited long enough to get the temp up to adjust it properly because since then, he's been having problems starting it cold. He brought it to me today to check and adjust it but it seems it was too far advanced. I made sure it was at the right temp but i could only adjust it down to 78-84 degrees. I know that warm the timing has to be between 65-70 o. Problem is that it seems that no matter which way i move the gear i can't get it below 75-78 o. Because the timing map is plotted against the coolant temp i was wondering is it possible the intake temp also has an effect- we were doing this outside and when checking the 3 temps with the scanner the intake was about 7 oC.

Never mind. I had a chance to recheck it yesterday after i got the engine hotter. Timing is in the ballpark and car start fine even at - 30 oC
