still not running the same day to day

So, changed the timing belt runs somewhat better, but now the flutter i used to have at 1800 rpms all the time has slowed down a lot i ran a ***load of fuel conditioner/injector cleaner through it, it does run way better now,when it is started cold it still flutters and will until it warms up , this i can live with. The problem is some days i start the car it will flutter all the way to work(1 hour) and have less power than usual , at the end of the day , it runs great, and then might not do it again for 3 or 4 days, since using lots of conditioner this has got way less frequent.
Is there some mechanical weights or govenor that could be sticking or binding in the pump? it seems to be totally random and has nothing to do with temperature, humidity type of fuel.
If anyone has any insight on this i appreciate it

I am thinking it is more likely poorly spraying injectors than a pump problem.  I would get your injectors spray-tested, and would replace their nozzles if they are found to not reliably shoot a fine mist.

so possibly that could be why my mileage is only about 45 mpg as well?

Unless you are talking imperial miles per gallon, you may have unrealistically high expectations for your fuel economy.  45 US mpg is just fine and what you might see under normal driving when everything's working right.

yes sorry, i am in Canada so my measurements are in imperial, my last 1.9 got 49-51 steady
