I didn't dyno test it, nor have I seen a dyno test of the windage tray.  But what I remember subjectively from installing mine is that it seems to benefit mainly at higher rpms.  That said, it certainly won't hurt power anywhere, including at lower RPMs.  I don't see why you would need an oil temp or pressure gauge to make use of the windage tray, although you might see a temperature drop with the windage tray if you had an oil temp gauge, I can't recall but wouldn't be surprised if this happened, due to oil being "whipped" more by the crank.  You can get them for about $30 if you shop around.
