Im driving a 96 VW jetta 2.0 and i want to put a new cat- back exhaust. I want it to be loud as hell.... Whats the best brand to get, i was thinking magna flow or flowmaster?

Run headers like Duane suggests then have your exhaust shop run the pipe out right behind the front tire.
Loud is what you shall receive.

put in a
BUILT
TD and run straight 3 inch pipe with like an amplifier cone on the end like some people do with trucks.
That should be loud
Oh and run.... 40psi of boost?
I love that about our cars. They sound SICK with a $100 exhaust.
