Exhaust manifold and helicoils

I have a few td exhaust manifolds.  The turbo and mounting bolt locations are through holes.  There are 3 other locations that have the remains of bolts in them. Rusty nasty nubs of metal.  They look like they will be a super *** to get out.  I am thinking they would need to be drilled and helicoiled.  What are these 3 additional locations for-what bolts up there, and are they needed?  Would I be better off grinding them flush and calling it good?

Thanks Andrew.  I will be using the 1.9 intake.  It looked like, from a quick glance, that the shield was mounted to the intake.  Does it also bolt on to the exhaust manifold, or is that just a 1.6 configuration?
