95 Turbo Diesel getting 27.5 MPG

My 95 Golf Turbo Diesel is getting 27.5 MPG in the city, is that good?
I don't think so, is something wrong?
360,000 KM doesn't burn engine oil.

all depends on driving style.  tire pressure? air filter? synthetic oil?  any extra baggage in the car?  maybe some bad wheel bearings?  brakes dragging?  leaking fuel pump?  list goes on...

I think it's low, but I've never been impressed with the 1.9 AAZ engines.  it was a compromise all around.

last fill up I got 53.5 mpg. Now I know that is good. Most of the driving was on highway @ 120kph
