Ok, I got a good starter, installed it and tried to start my 1.6L TD on my ECO 91 Jetta. Refresher, I put new rings in, new oil pump, the head as been redone new lifters, valves, guides. The turbo has been overhauled as well as the IP. Before I put the head on I made sure that #1 piston was up and the timing mark was lined up so that is TDC correct? Then I made sure the came was set the same way with the #1 lobes were up and both intake and exhaust valves closed. Put the head on the car, installed the belt and timed the IP to .038 inch. I primed the oil system with a drill and let the oil flow out of the lifters for a little while. The injectors were tested and are good. I’m getting 12.8 volts to the IP, there is fuel at each injector. From what I can tell the return fuel line is full of fuel. When I installed the IP I hooked up my mighty vac to the return line on the pump and pulled fuel through until it came out solid. The glow plugs are new and I checked them before I installed them, they are getting 12v as well. The starter turns it over but it isn’t doing anything. I tried to pull start it and it sounds like it is running in 2nd gear at about 9mph but if I give it fuel it starts to buck and will not run. It will not run on it’s own. No noticeable smoke out the tail pipe but then I was just concerned with not running over the tow strap and hitting the tow vehicle. Did I miss anything? The intake system is nice and clean, fuel filter is good. What could be wrong?

hold the pedal to the floor when trying to start.
do you have the IP on the corect stroke?. did you use the pump locking pin to set the pump in the corect position when installing the timing belt?.
is the key in the pump shaft to line the IP sprocket up corectly?

if all that is ok then hold the pedal to the floor when starting, sometimes vw's can be hard to start if the pump was replaced.

I did a compression test and it isn't good. #1 20 psi, wet compression 200psi #2 120 psi, didn't do a wet because LDA in the way running short on time #3 100 psi wet went to 400psi #4 20 psi no change wet. So no compression explains why it will not run. Can a hydraulic head be messed up by a machine shop by installing new guides/lifters and valves? Is there a way to check valve clearence or will it not read correctly because of the hydraulic lifters? Which I don't know if they are even pumped up yet. Oil was flowing out of them just fine when I primed the oil system. The ring end gaps were all well with spec when I checked them before installing on the pistons. What next?

put each cylinder at TDC compression in turn and route compressed air into them. (like a leakdown check) listen for where the air is escaping from. Turbo intake? exhaust pipe? oil cap? This will help narrow down what might be bad. intake valve, exhaust valve, rings.
Sounds like no matter what, you're looking at a tear down.

I was looking forward to trying out that new Giles IP too. Now I have to wait even longer. Not to mention more expenses, heag gasket, head bolts. :cry:
