What is it?

I found a little white nylon roller looking thing by my wifes Beetle. I'm not sure if it's from it or not. It has about a 1/4" hole, .375" thick, .68" diameter which has rounded sides. Is there anything similar on a Beetle? It seems hard to shift into 1st when cold, but fine other than that.

On the ground. I'm thinking it might not be from the car since 2 of the dimensions seem more like inch than metric, but I have never seen it before.

The more I look at it, the more I think I have seen it somewhere other than the car, so for now, consider the case closed. Thanks anyway!
