1.6 NA hangs after letting off throttle

Here's what's going on-
I resealed my pump, did the gov. mod while I had it apart.  If I rev up to 1/4 or 1/2 throttle in neutral, it takes a little while to return to idle.  If I'm running 2nd gear up to maybe 3/4 throttle, it sometimes run away, but I can kill it by shutting the engine off.  

Is this from the governor mod?  I'm about to un-do it and see if it helps.

Did you shim both springs or just the main spring?

Sounds like it could also be the full load screw. Try backing it out a bit first. It can be done with the pump still on so it would be best to try it first.

iirc, I shimmed the smaller spring.  

I'll try backing the screw out more.
