What does white smoke out of the oil filler cap mean?

Just like the title says, what does white smoke out of the oil filler cap mean? I have a oil splash shield and a g60 valve cover with a hose that is connected to the intake. Even when the oil filler cap is closed, white smoke comes from the oil filler cap. When I loosen the oil filler cap, the cap hovers above the valve cover from the puffs. When I take the oil filler cap off, a decent amount of white smoke comes from the valve cover.

Does this mean blowby and my rings are toast?

Pretty much: yes. If the car sat for a really long time, it might be condensation cooking off, but generally, it means bad rings.
