FUEL RETURN ISSUES

Hope this forum can help! My 84 Rabbit has always smoked badly since I picked it up with 285K miles on it. Recently installed the plastic splash shield under the valve cover and stopped all the oil getting on the filter. New filter and the car will not smoke except under a very heavy push.This AM it failed to start and I found the #4 cylinder injector return fuel line off. It is a PLUG that apparently diverts all excess fuel to #4? Anyway away we go again except now it really smokes bad again. I am assuming it was loose and leaking as I thought I smelt fuel for a while. Anyway why doesn't the #4 return actually return the excess fuel to the tank? Is it a sign that the pump is set too rich? Should I cut a pin hole in the plugged line and loose a little fuel but not smoke. No point driving a diesel if it pumping all those particles out.
