The pictured bracket has some play in it when loosened. I completely unbolted it from the injector pump bracket, loosened the 2 bolts that hold it on to the block, rotated the bracket a bit, tightened the two bolts, and then reattached it to the injector pump bracket. Pretty much just like you said.
Another thing I did, was when I took off the injector pump bracket, I cleaned the mating surface where it attaches to the side of the block. My thinking was to make sure there were no pieces of crud that could affect how the injection pump bracket seats.
And then when it came time to bolt the injection pump to both brackets, I made sure the mating surfaces were clean, and tightened each bolt in 3-4 steps so the injection pump will straighten itself out between the 4 mounting points.
After all this, my timing belt tracked correctly. But if your injection pump's bearing has play in it, that could be a reason for the tracking problem and these steps won't do much to fix that. Good luck.
I've got it to an acceptable level, now. It is riding even to the edge of the IP pulley, after the belt went around probably 5-6 times. I'll leave the tbelt cover off, so I can keep an eye on this (I'll barely drive it, anyway). I first rotated the bracket to the right, proceeded to bend the mm bracket a little when I bolted it back down, made it track worse, then took the IP off and rotated it to the left, and it is where it is now. Maybe tomorrow, if I feel like getting another bloody smashed finger, I'll take the ip off, grab onto the mm bracket, and try to bend it back with a vise grip. Ugh.

,... well every since I lost a couple.
Hmm, I couldn't find the tech bulletin. But all it said was this:
Push the left side of this bracket down, and the right side of the bracket up, and then tighten the bolts down.

This same thing fixed my tracking problem. Although my bracket didn't have much up/down movement on the belt end. I lifted up on the back and also shifted the bracket all the way torwards the rear of the engine, and it is fixed.

I'm gonna have to try loctite on my bolts. My engine vibrates so much I'm surprised bolts just don't start falling out randomly.
