91 jetta antenna replacement????

I tried this weekend to remove and replace my broken antenna on my 91 jetta. How do you remove the fender to get to the antenna?  I took the bolts loose on top of the fender but it looks like the fender is welded to the body inside the door jam. I couldn't get the fender to open up enough to get to the antenna.  

Oh and I'm a lucky person and got a vehicle that was a northern car and has that nasty undercoating all over the place.

Any tips or tricks would be great.
