leaking return lines

bought a new stop valve for the return line @ the tank.  Also some more wire to once again clean out the return lines from front to back.  What else could the problem be?  I've never had return lines leak like this before.  If I clean everything again and replace the one way valve, and they still leak, I will be at a total loss as to what to do.  I'll have to maybe run another line back to the tank, but that would be getting stupid, as the lines obviously never leaked like this when the car was new, so something must be wrong.  Is there anything beyond the metal tube that goes into the tank that could get clogged?  Air breathers in the tank that might not be letting air out and causing the fuel to not be able to go into the tank?
